If I did not file a stallion report in 2007 or 2008 can I still file late and register the foals? I do still own both the mares and the stallion. Thanks for any replies!

Yes, but there is a late fee. It's on the work order form.
 
You can still file and pay the late fee(s)........and the resulting foals will need to be DNA'ed. The registry office will help you.
 
No DNA for AMHR. I thought DNA was only for Shetlands that get registered after their 2nd birthday. AMHR is just the late stallion report fee and the registration fee for the horse's age.
 
I just did this with a three year old gelding. I just had to send in the late stallion report with the extra $25 late fee. No DNA.
