I think Jamie is right.
Also, the way I read it, they require 4 shots, one from the left and one from the right, both need to show all four feet (so feet offset not square) and I think that in at least one, the horse's head needs to be turned toward the camera. One head on to show the front of the horse including any facial markings (so tuck forelock back) and then a good old butt shot (tail to feet).!
