Standing up help

Hey guys needing help with one of my geldings.

He will stand square not perfectly working on it but won't stretch his neck out and if he does it's lucky to be for 5 seconds. I can't use treats as he becomes distracted.

The other stands like a pro and stretches out but needing a bit more for him again gets distracted by treats

Does he know "whoa" Completely? In order to get a good show stance, the horse needs to know and understand WHOA. It isn't learned in a few lessons, can take up to a month on just that. Then introduce the next steps.
