Could this be waxing?

..be waxing? I looked over at my mare this afternoon and I was very easily able to express clear liquid out of her. This evening maybe around 3 hrs later drops of liquid are covering her teats. I wipe it off and it comes back quickly again. Could this be her waxing up?
