What is the ASPIR?

I was bored waiting for a reply on my topic so I was looking through AMHR's website and saw a registration application to the American Shetland Pony International Registry (ASPIR) never heard of it? Is it new and what is it?

I believe it applies to ASPC ponies who are in other countries such as those that have been exported to Germany but I'm not 100% certain.
