Are there any rules defining tovero as requiring one or both blue eyes?

If so, then what about a horse who obviously shows tobiano and overo (sabino in this case), and had hints of blue at birth, but now, could not be considered blue eye(s)? She's still tovero coat pattern....

Trying for CORRECT and ACCURATE color ID for registration!!!

No, a tovero does not require blue eyes. As for your foal, many foals are born with what appear to be "blue" eyes, but are actually not blue at all, and turn brown in time as they get some age to them. The false blue eyes are most often seen(I find anyways) in silver dapples, dun and cream families. You don't need to name the pinto pattern when registering.
 
I have a yearling filly that to look at her you would say tobiano but I know she is geneticlly tovero. Sire is a tobiano and dam is sabino. When she was born you could see the pattern wasn't smooth like a tobiano, two brown eyes and as she gets older has the ticking.
