Go to the "details" of the PayPal transaction, and scoll down to the "refund" link. Just make a note in there telling the buyer that you are refunding their money and that they need to PayPal the auction relief fund directly. The email for that would be [email protected] There is a link in the invoice that was sent to the buyer, that they can click on to make payment directly to that account.
