McCain stopped one heckler. When confronted about his unwillingness to do more, he said what was stated in that video.
Now why should Obama be expected to 'rein in' Congressman John Lewis? The two have no relationship. Alternately, McCain said before that he has great respect for the congressman and that Lewis would be one of the men he turned to for advice if elected. Well guess what, Senator? Congressman Lewis is giving you advice now, why aren't you listening?
Obama never stops hecklers? These guys-his supporters-got the entire crowd going. Note they are not shouting 'terrorist!' or 'kill him' or any of the disgusting, unAmerican, hateful stuff that's been floating around some McCain/Palin rallies. They are just getting out of hand. Obama stopped them, and got the meeting back on track.

I can't find a video, but I did see a speech on TV recently where he said something about John McCain and his crowd started to boo. He held up his hands and said "No no, we don't need any of that." And waited for the crowd to quiet down. "All we need to do is go vote."
And Bassett, you're right. I wasn't around at that point. Congressman Lewis was, though.
