Is this normal?

Hello, I don't know if this is a stupid question or not but I am having a problem with one of my mares.

My head of the pack mare, or actually filly (she is one years old), has begun mounting on one of my other fillies. She is doing this alot. I know dogs do this to show dominence but do horses do this or is something wrong. I would appreciate any response. Thanks

In females it's usually either a sign of dominance and/or hormones working.
