I would discourage Hi-tensile fencing, coated or not, also. It is just not worth the risk for your animals. After three years of looking and researching; my husband went with "electrobraid" fencing (or sometimes marketed as "The Mule"). We have been very happy with it over the last six years. There basically is no maintence and our very good quality charger has held up superbly. We have four strands (had Shetlands too). The bottom strand is at 10" from the ground and then are spaced a bit wider from there up. (We don't breed, so we weren't too concern with a foal rolling under). We can always adjust it if we choose. We could have put it up ourselves; but it was not too expensive to have the company in our area do it; plus they had the expertise and tools. It's worth looking into
