The National Voter Registration Act of 1993 or as it is sometimes called the "Motor Voter Act" is when they started letting the DMV'S and the Public Assistance offices register voters. You can do a search on this to find out the details of what that act says.

is the current Federal Voter registration form. It can be used to register to vote in any of the 50 states. It also has a guide that gives information that is specific to each state. This might be worth looking at to show you what the form says.

It shows the thing about the U.S. Citizen right there at the signature box.

The law that they put into effect after the fiasco in the Florida recount is HAVA - The Help America Vote Act of 2002.

Section 302 details all about the Provisional Ballots which is the part that covers people coming to vote who are not registered at that precinct or not registered at all. These Provisional Ballots are a very important part of helping to determine if a ballot is to be counted or not, if there is something out of the ordinary about this person's ballot or voter registration record.

I like the fact you are so well versed in the laws and are able to post the links to these rulings/laws so anyone who is interested can read them.

The only problem is those laws are NOT followed in ALL parts of this country. On the other thread where this has been a topic I wrote about something that happened at our last presidential election absentee ballot board.

How can a person stop the fraud when the rules are not followed?

Another point, Iowa has passed a new same day registration law. A person can go to the polls and register and then vote on election day. Now, if that person lives in one county because they are a student and are already registered in the county they grew up in. They could vote twice and there are NO safe guards to stop them! The polling place has no record of the person voting absentee because it is a different county. In some instances the person could drive from one county to another and vote in each county on election day! There is nothing to stop them except their own conscience. If they are from another state they could vote absentee then go to their local poll register and vote, again no way to check out of state records.

Well CyndiM here is what the Iowa law says

[SIZE=12pt]Iowa is one of eight states that will allow same day registration at the polls. Minnesota and Wisconsin have had same day registration for quite some time and have seen higher election turnouts as a result. Iowa's law requires a voter who is registering on Election Day to show photo identification, as well as a document with the person's current address within the precinct. [/SIZE]

A voter who has no identification, may have another person who is already registered within the same precinct, sign an oath, vouching for the voter. Both the voter and the person vouching for the voter are subject to penalties for fraud.

Fraudulently registering to vote on Election Day is a class "D" felony, punishable by a fine of up to $7500 and/or 5 years in jail.

This at least gives them a couple of ways for them to control people registering and voting in multiple precincts.
