Do you need to send new pictures when you are doing a transfer of a horse that has his temporary papers with the new pictures on them?

The directions are not clear to me today. At the bottom of the directions, it says you do not need to send pictures with future paperwork. Is that if you have a older certificate with no pictures and you are transferring that you do need pictures?

I believe if your certificate already has pictures, you don't have to send new ones. However, I've never actually done it so I can't say for sure.

No, you do not need photos to do a transfer as long as they already have the photo type registration papers.
