Taping a Broken Wing?

I found a Pigeon last night while doing my paper route, it was just sitting in the middle of the road, when I went to see what was wrong it tried to fly but it's one wing won't flap, so I'm thinging broken wing. I didn't want to leave it, the weather was bad and for sure a cat would of gotten it, so when I got home I put it in a cage with food & water out in the garage with a light on it, she's eating & drinking so I figured I'll leave it along to be quiet today and see tomorrow about getting help for it, but if the weather is bad I'll try to do it myself, I taped my ducks wing when that broke maybe its the same way. If anyone has tapped a birds wing can you please write me. Thanks Peg
