Not sure if they are called wheel guards or not, but the piece of equipment that closes the wheel so something can not go between the wheel and the cart mandatory at sanctioned shows?

Mandatory in roadster classes. Pleasure classes (western/classic, open/single, country, park), not required.

They are referred to as closed wheel carts I think.
