Looking for an artist to paint a portrait

Hello,

I know that there are wonderful artists here, and I was looking for someone to paint a portrait of my very first miniature horse.

I don't know if portraits can be drawn from a picture or not...but if so I would like my favorite picture of him done...

Also, he has the most awesome light blue eyes, and if at all possible, I want the picture black and white, and the eyes blue.

I live in MN.
