If so how tall do you think she'll mature too with a sire at 27.5 and her dam at 31.75

Awww, it's a gift from her sire. I've raised the tiny ones for years, 16" is not normal unless you do have the tiny ones. Then, it's more usual. Most of mine are 15-18" with both parents being 26-30". Yes, it's small, so are the genetics.

With parents that small, I'd expect that is normal.
