I love the Hamilton halters. Those are the only ones I will buy. I buy the adjustable chin because as we all know in the winter you need to take the halter out a little to accomodate those furry little heads. I have found with the minis, they are pretty accurate on the size of the horse with the size of the halter. However, if you want to measure your horse and call Ozark to confirm the size, you can do that, too.
 
I would probably measure the horse to be sure. I used to have a 30" mare and her head was bigger than my 33-34" mares I have now.

Also, a great source of inexpensive (but nice -- it's what we use for every day and hauling to shows) halters is Kay Jay Tack.
