Can I get your input regarding the pros/cons of adding an additional page to my website for LINKS?

Also, can someone explain in simple terms what WEB RINGS are, how they work, and what are the advantages.

Well i think adding a links page will help you get more returning visitors on your web. I always check out the links page when i visit a site, but that is maybe too much time on my hands LOL. I think, but could be wrong, that it helps you with getting listed with more search engines too but don't rely on my answers as i don't really know much for sure

However some don't want to send people to someone else's web site so there are 2 sides to the answer too. Whatever you feel comfortable with is the way to go.

Can't answer the web ring question as i never check them out.
