So Simon turned 5 in June and I just realized that I forgot to do his permanent registration stuff. Am I too late?

You have six months at the fee listed and if you wait longer than that there is a larger fee.

I think the fee just went from $25 (within 6 mos) to $50 (after 6 mos). So, not the end of the world probably but will cost an additional $25.

Stallion 50 within 6 months 100 to reinstate

Gelding 10 within 6 months 20 to reinstate

Those are temp to perm prices l paid big time to have 3 stallions reinstated a while back.

In other words........never too late. Just means paying a higher fee. I think you're still within the regular fee range.
