I use a Sligo stick. I have one of the originals and just got a new one that goes to 48", just in case

As long as the stick is accurate (definitely get one that has a level)and can't bend, measuring is more a function of the person measuring than the actual stick.
 
I, too, use a Sligo stick.

Measuring is somewhat arbitrary as on any given day at any given time at any given location, a horse will measure differently. Weight, hoof trim, how the horse is standing, etc, all come into play when measuring. I can measure a horse 3 different times and get 3 different measurements. However, when my measurements are within a 1/4" of each other, then I am pretty confident of my horses' height.
 
Because it ties in, a good way to measure a sale horse is to have someone video tape it (for those who may not have thought of doing so -- or of asking for such footage).
