It looks like the saddle is too high on the withers. It should be back more.

His saddle is way to far on his withers. You don't put it on like you do a saddle. Try sliding it back more towards the back of his withers.

one suggestion when ground driving put the reins thru the tugs ( where the shafts go ) not thru the turrets on the saddle - It will be easier to steer

when the reins are thru the turrets when ground driving often the horse will turn around and face you -
