His saddle is way to far on his withers. You don't put it on like you do a saddle. Try sliding it back more towards the back of his withers. ;)
 
one suggestion when ground driving put the reins thru the tugs ( where the shafts go ) not thru the turrets on the saddle - It will be easier to steer

when the reins are thru the turrets when ground driving often the horse will turn around and face you -
