Why can't yearlings show in halter obstacle, but have to wait till there 2?

I'm just curious why the classic shetlands have to wait until they are 2 years of age to show in halter obstacle? I know in miniatures you can show them as a yearling but why not classics?

I have one right now that made his debut in halter obstacle the other day and actually did really well, but probably wouldn't be ready for Congress this year, but will defintelly be next year!

Just wondering?
 
In the Shetland obstacle classes you CAN have a jump, so that is why.
 
I am not pointing this toward you but as a general comment, THIS is why people need to read the rulebook more in depth.

Most people don't even realize ponies only have to be 2 to be in a jumper class.

I would hope that was common sense... It's the same will all/most horse breeds... They just arn't developed enough
