Permanent Status in AMHR

I know that to receive permanent AMHR papers your horse needs to be 3-years-old, but it does say older. Is there a cut off year when you need to measure?

You have until December 31st of the three year old year; after that the papers are expired--you can still measure and bring the horse permanent, it will just cost you $10 instead of $5
