Marty that is funny you mentioned that because I have been "neglecting him" (according to him I am sure) in the past few weeks other than the usual turnout, feeding, brushing everyday duties. We went for a walk last night after it cooled down a bit and I thought that would make him feel better. It has been so hot that we haven't gone out driving like we have in the past few weeks.
 
Any number of the things already mentioned could be causing his 'problem' and I think you are just going to have to try the trial and error method to find the answer! But IMO a 1/4 flake of hay in a 24 hour period, even allowing for the 'chaff' in his feeds, is not enough basic fibre for his system, especally as he is on a dry lot. A slow feeder net or something similar will probably help, but I still think he needs more fibre, not just a method to slow down the rate at which he can eat his present amount.
