I agree in taking him somewhere and getting a thorough checkup to see if it can be found before making any rash decisions. I also agree- sometimes it's as easy as working him into a sweat- my aged stallions really 'suck up' when it's cold out, but as soon as they start to warm up, they are descended with no problem.
My 2 year old stallion has only one dropped testicle
