Itching question...

One of my horses has been itching his face so much that in spots his hair is gone and the skin is sore looking. It's just tiny spots but in quite a few places, the rest of him is fine it's just his face. Any ideas on what could be causing this and should I put something on the spots to stop the itching and if yes then what?

I had a mare this year doing that and when I did a little clip job her skin was very dry and flaky..MAybe he has dry skin too..I dont know but thought I would throw that out there...
