I can understand the fact that older members should already have a rule book and while new members get it for free. I have got one for free in the past when I first joined and that was some time ago. However, if these rulebooks are brand new I think they should give them out to everybody. It's only fair IMO.

I also have dial-up and trying to download the rulebook for like 1hr and print all of its 100s of pages thats just not going to happen.

Just got mine today in the mail. I already have a three ring binder that had an old one in it (they did three holes a few years back) It is a really nice one that zips shut and holds a pen and a few business cards and such. I think I got it at one of the office stores in our area somewhere.
