Did our rules recently change only allowing a AMHR horse to be brought permanent before Dec 31 of its third (3) birthday year or has it been that way for sometime?

If so anyone does know why it's that way when a horse hardshipped into AMHR not under the same restriction

As of January 1, 2005 in order to register an ASPC registered pony with AMHR, the animal must have reached its actual 3rd birthday (or older). A copy of the ASPC Certificate of Registration along with the AMHR Height Verification form (measured and filled out by a licensed ASPC/AMHR/ASPR Stew- ard and examined by an ASPC/AMHR/ASPR Judge) must be submitted along with the application for reg- istration and appropriate fees. (See Customer Work Order).

1.8.2 AMHR Temporary to Permanent Status

A. Registration of horses under the age of three years is temporary. A miniature horse becomes eligible for permanent registration after it reaches its actual third birthday, and application for permanent registration must be made before December 31st of the year it becomes three.

Never thought about it but it seemed a bit odd when I saw it

So the horse loses or never gets or can get registered after that time

unless its hardshipped back in?

It's always been the rule--but if the papers expire (as in don't get brought permanent before Dec 31st of the three year old year then you simply pay $10. (as per the work order) to bring that horse permanent.
