Are there any rules defining tovero as requiring one or both blue eyes? If so, then what about a horse who obviously shows tobiano and overo (sabino in this case), and had hints of blue at birth, but now, could not be considered blue eye(s)? She's still tovero coat pattern.... Trying for...
