It might be a gutteral pouch infection since it keeps coming back. A good vet should be able to use a small tube and flush it out. If they do this a mucous drains out then that is probably what it is. It will clear up eventually.

I do not breed the minis at this time either. I just have boys, no mares. There are so many out there that are in need of good homes now. I think after all the economy problems that a lot of people can know longer afford to keep horses, even the little ones Hopefully things will get better.
