    Chimacum Tack and Chrysalis Acres both have 3.75" bits in several styles and I would guess that one or both of them would ship to Canada. 3.75" is the size that fits my 37-38" pony who does not have a tiny head for his size. ;)

But like everyone else said, you were doing the best you could and it's so awfully hard to predict exactly what will happen in these cases, so please don't beat yourself up about it.
